
Pune’s registration department has issued a clear warning to property owners across the city. Landlords and Paying Guest (PG) operators must register their leave-and-licence agreements or risk police action. As many as 175 landlords and PG operators have faced action in just two weeks.
Property owners must opt for registered leave and licence agreements. Notarised rent pacts are not sufficient under the current drive. Action is being taken under Section 223 of the Bharatiya Nyaya Sanhita. Violations of orders issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita are also being pursued.
Registered agreements now connect directly to the police system. Once a leave and licence agreement is registered online, the tenant’s information is automatically shared with the police department. This happens through the Crime and Criminal Tracking Network and Systems (CCTNS). Property owners no longer need to submit tenant details to the police separately.
Abhaysinh Mohite, deputy inspector general (IT) of the registration department, confirmed this integration to the outlet. The department’s i-SARITA system is now linked with CCTNS across Maharashtra.
“Once a leave and licence agreement is registered online, the tenant information is automatically shared with the police department through the Crime and Criminal Tracking Network and Systems (CCTNS). Property owners do not need to submit it separately,” Abhaysinh Mohite told TOI.
Properties under scanner
Police stations can now check whether a tenancy has been registered before taking action against an owner. The police drive is focused on properties with no registered leave and licence agreement on record. Landlords and PG operators who failed to furnish the local police station with tenant details have also been targeted.

Deputy Commissioner of Police Prashant Amrutkar confirmed the drive would be intensified. The campaign is being conducted under the guidance of Pune Commissioner of Police Amitesh Kumar and Joint CP Sanjay Darade.
“From the data available with us, we can identify registered leave-and-licence agreements,” DCP Amrutkar told the publication.
Action has been reported across Kothrud, Deccan, Ambegaon, Narhe, Chatushrungi, Khadki, Lonikand, Loni Kalbhor and other parts of the city.
What tenants must do
Property owners must register agreements through the citizens’ portal. Sachin Shingvi of the Association of Service Providers urged owners to register agreements for the sake of public safety and law and order. Tenants must also ensure their landlords have completed the registration process.
“Earlier, there was some trouble in sharing the tenancy data between the registration department and the police. Now, it is being done seamlessly,” he said.
“Property owners must provide tenant information to the police in the interest of public peace, law and order, and security. We are creating awareness among citizens to register agreements online through the citizens’ portal,” he added.
